Parameters are stored in iTXt if there non-Latin-1 characters in prompt?

To reproduce:

Try to use /pnginfo on attached image.

Expected behavior:

Bot reply is Ta-da! 🎉

Actual behavior:

Bot reply is Handling update failed: GrammyError: Call to 'sendMessage' failed! (400: Bad Request: message must be non-empty)
